This model uses an "improved" power on delay circuit, a timing circuit a Decoded (1-of-10) Decade (/10) Counter and ten (10) diodes to flash 5 LEDs (red, yellow, green, blue, red) down and back up. The 10k resistor connected to the "clock input" pin is unnecessary, but is there as a precaution to protect the IC.
